A Procurement Manager’s Take: GE Roadway Lighting, High Bay LEDs, and a Retrofit Downlight Plan

The Morning That Killed the Delay

The parking lot light was out again. I was standing in the dark at 6:40 a.m. in January 2024, watching a delivery driver use his phone flashlight to find our loading dock door. It wasn't his fault. The high-pressure sodium fixture above him was older than half the people working in the building. I had been putting off the lighting upgrade for two quarters, always telling finance 'next budget cycle.' That morning, I stopped saying that.

I am a procurement manager at a 400-person metal fabrication company. I manage the facilities budget, including lighting, and I have tracked roughly 200 purchases a year for seven years in our cost system. My rule is simple: first cost is not total cost. That rule sounds obvious, but it took me years of small failures to really believe it.

Why GE Lighting Got the RFQ

We needed three things: GE high bay LED lighting for the warehouse, GE roadway lighting for the access road and parking lot, and a retrofit downlight plan for the offices. The warehouse is about 80,000 square feet. The access road runs from the gate to the loading area, and it was poorly lit, especially when it rained. The old office downlights were 6-inch recessed cans with outdated bulbs and yellowed covers.

I asked for quotes from GE Lighting through a local distributor, a national catalog brand, and a low-cost import. The import came in 18% under GE. I almost signed. Then I read the line items. Freight was excluded. The wireless controls required a separate gateway and an annual license fee. No spare drivers were included, and there was no local technical contact. My TCO spreadsheet said the import was actually $4,100 more expensive over a five-year horizon. An 18% discount turned into a budget overrun.

The Two-Week Struggle

I still went back and forth for two weeks. The import brand was cheap, and on paper the specs looked close. GE had the control modules, commissioning support, and a rep who had already visited the building. The import had a ticket system that answered in 72 hours. The GE vs. import decision kept me up at night. On paper, the import made sense. My gut said service would be a problem. I chose GE because the total installed and operating cost was lower, not because the brand was safe.

GE High Bay LED Lighting Worked in the Warehouse

We replaced 32 metal halide fixtures with 22 GE high bay LED lighting fixtures. Yes, fewer fixtures. The light output was better and the glare was lower. The GE high bay LED lighting package included occupancy sensors and wireless modules, so the lights dropped to 20% when an aisle was empty. The electrician finished the ceiling work in two days. According to the U.S. Department of Energy (energy.gov), LEDs use at least 75% less energy than incandescent lighting. Our real-world comparison was against metal halide, and we still cut annual kWh in the warehouse by 38%.

GE Roadway Lighting for the Parking Lot and Access Road

The parking lot and access road got GE roadway lighting. The old high-pressure sodium fixtures were 250W. The GE roadway lighting units are 90W. At our utility rate of about $0.11 per kWh, each GE roadway fixture saves roughly $85 a year. With 12 fixtures, that is close to $1,000 annually. The bigger win was coverage. One GE roadway fixture at 25 feet threw a wider pattern than the old cobra head, so the far corner by the gate finally had light during the 4:30 a.m. shift change.

The Retrofit Downlight Plan and the Cover Question

The office retrofit was less dramatic but just as important. We used GE retrofit downlight kits in the existing 6-inch recessed cans. A retrofit downlight fits inside the old housing, so we did not have to cut drywall or replace entire ceilings. We chose the hardwired version, with a new LED module and a stable junction box. The installation crew finished all 54 office lights in a day and a half.

One issue came up before the new kits went in. A maintenance tech called me with the oldest question in the book: how to remove recessed lighting cover on the old fixtures. The covers had not been moved in years. Here is what worked for us. Turn the power off at the breaker and wait for the lamp to cool. Then grip the edge of the trim and pull straight down. Most recessed trim rings are held by torsion springs on the sides, so pull gently, find the clips, and squeeze them free. If the fixture has a separate bulb-and-reflector cover, it may twist counterclockwise to unlock. The GE retrofit module rotates 90 degrees and drops down, then you unplug the harness. We did find a dead wasp nest behind the first cover. The patience step was worth it.

The Spotlight App Made the Energy Report Simple

I almost dismissed the controls because they sounded like extra setup. That was a mistake. The GE wireless modules use Zigbee and connect through the Spotlight app. We grouped the fixtures by zone, set schedules for shift times, and linked the occupancy sensors. Now when finance asks why the warehouse lights are running during a holiday, I open the Spotlight app and check runtime by fixture. It logs energy data per fixture, which means I can spot a high bay that is stuck on before it shows up as a line on the electric bill.

Where GE Was Not the Answer

Was GE the right choice for every part of the facility? No. The small storage room with one light got a standard LED bulb. The break room did not need a smart sensor. And if you already run a networked lighting system, adding GE may require a bridge to talk to it, so compare control compatibility before you commit. GE won our project because the package was complete. For a one-off fixture replacement with no controls, a simpler retrofit kit may be the better use of a tight budget. No product wins every decision.

The Lesson I Keep Relearning

Looking back, I should have asked for the full controls spec during the first quote, not after the line items started showing up. At the time, I was comparing fixtures as if they were light bulbs. They aren't. A lighting system is infrastructure. It affects energy, maintenance, safety, and the workday of the people who use the space. The difference between a cheap quote and a low total cost lives in the fine print.

It took me seven years and about 200 purchase orders to understand that the best procurement decision is not the one with the lowest first number. It is the one that stays within budget after the invoice is paid.
