I've been managing facility purchasing for a 140-person company since 2020. I handle about $60,000 a year in facilities orders—lighting, security, supplies, maintenance—across eight vendors, and I report to both operations and finance. So when someone asks me 'motion sensor or camera?', I don't jump to a product page. I ask what they're actually trying to solve.
As of January 2025, the motion sensor vs camera debate in commercial buildings is still framed the wrong way. It's not motion sensor or camera. It's motion sensor, camera, and lighting—in a specific order. GE Lighting makes products that touch all three categories: GE Cync for smart control, GE industrial lighting for rugged fixtures, and Zigbee outdoor options for sensors and controls. The brand matters less than the setup.
The three scenarios I actually see
After five years of buying these systems, I separate requests into three scenarios.
- You need an area to light up when someone enters. Walkways, loading docks, parking lot corners, stairwells.
- You need to know who was there. After-hours break-ins, vandalism, package theft.
- You need remote control and energy visibility. Schedules, occupancy triggers, monthly usage reports.
If you fall into more than one, a hybrid system is usually the answer. That's normal.
Scenario A: You just need the area to light up when someone enters
This is the most common request I get. The maintenance supervisor wants to stop finding interior doors propped open so the delivery driver can find the back door. Or the ops manager wants the loading dock lit at 5:00 AM without turning on the whole parking lot.
A motion-sensor fixture does this well. It's simple, it's cheap to install, and it doesn't require a camera, a network, or a subscription. For a warehouse or industrial site, I look at GE industrial lighting fixtures rated for outdoor use and continuous switching. A consumer indoor sensor won't survive cold weather or frequent cycling. Check the IP rating before you buy, not after.
If you want multiple lights to respond together, Zigbee outdoor sensors are worth a look. They use a mesh network, so a sensor at the far end of a lot can trigger a light near the building without new wiring. The catch is compatibility. Make sure the sensor and the fixture controller use the same standard. If the order says 'Zigbee' and the controller says 'Zigbee 3.0,' ask if they interoperate. Don't assume.
For the office side, I've standardized on GE Cync lighting in meeting rooms and shared areas. The app schedule handles the 'who left the lights on' problem. But when I add an outdoor sensor, I don't automatically assume the Cync app will control it. Cync makes good connected bulbs and switches; outdoor Zigbee sensors are a different category unless the product listing says it works together.
Scenario B: You need to know who was there
If you need evidence, you need a camera. A motion sensor light only tells you that something moved. It doesn't tell you if it was an employee, a raccoon, or someone breaking into a trailer.
But here's the part that surprises people: a camera without light is nearly useless at night. When I first started managing security purchases, I assumed higher resolution was the answer. The surprise wasn't the camera price. It was how much better our existing cameras looked after we added a $90 motion-sensor floodlight to the dark areas. The light did more for image quality than a camera upgrade would have done.

Scenario C: You want a managed smart lighting system, not a security system
This is where Zigbee smart controls and GE Cync make sense together. You may not care about video at all. You just want lights on a schedule, lights that respond to occupancy, and a way to see which zones are using energy.
For example, one of our buildings has three exterior zones: front entrance, parking lot, and dumpster area. I don't need cameras at the dumpster. I need the light on when someone is near it. A Zigbee outdoor motion sensor, a compatible controller, and a GE industrial lighting fixture give me that. The system can even send a notification to my phone instead of a live video feed, which is enough for a non-security area.
GE Cync works in a different layer. It's great for lighting scenes and schedules inside a single building. For a campus or a multi-location company, you'll probably need something more centralized. Don't buy a whole platform before you know whether it talks to the outdoor sensors you've selected.
Motion sensor vs camera: the part everyone gets backwards
The common assumption is that cameras are the smart choice and motion sensor lights are the cheaper, older solution. I'd argue the opposite. If you already have cameras, the cheapest improvement to your night footage is usually lighting, not more cameras.
Think about what a motion sensor light does: it turns on when a person or vehicle enters a zone. That's exactly the moment a camera needs good light. The sensor isn't competing with the camera. It's the camera's partner.
Why does this matter? Because a camera in the dark is a paperweight. No amount of infrared makes faces as useful as a well-placed white light. IR gives you black-and-white, and it doesn't help with color identification or reading license plates. Unless you have excellent ambient lighting, the 'camera or sensor' question is really 'camera and sensor.'
How to tell which scenario you're in
If you're not sure, ask yourself four questions.
- What happened that made this a priority? If you had a slip-and-fall or a near-miss, start with lighting. If you had theft, start with cameras—and then add lighting.
- Who is asking for the solution? Safety and facilities teams usually want lighting. Security wants footage. Finance wants both but won't say it.
- Do you need a recording, or do you need a light to turn on? Recording requires a camera. A light turning on is a motion sensor job. If you don't know whether you need a recording, assume you don't yet.
- Can your team maintain the system? A Zigbee sensor can be easy, but a mesh network with multiple connected devices takes more troubleshooting than a basic fixture. If your maintenance crew is one electrician and a busy office manager, keep the system small.
In our 2024 vendor consolidation project, I compared two quotes for the same exterior lighting scope. One was lower on fixtures. After adding sensors, controllers, and programming, it ended up higher than the transparent quote. That's when I stopped asking 'what's the price?' and started asking 'what's not included?'
Final checklist before you order
- Confirm the sensor's IP rating and operating temperature range.
- Ask what's not included: fixture, sensor, wiring, mounting hardware, controller, installation, programming.
- For Zigbee, ask whether the sensor, fixture, and controller share the same profile and whether they interoperate without an extra hub.
- For GE Cync, check the product listing for outdoor and Zigbee compatibility before assuming it works.
- If a vendor asks 'do you want motion sensors or cameras?', say: 'I want the outcome. Let's design backwards.'
Real talk: the best lighting decision is the one you can maintain and justify to finance. I've learned that a transparent quote with a higher upfront number is usually the cheaper project. The vendor that lists all fees upfront—even if it looks expensive—is the one I trust. That trust saves more than any discount.

The answer depends on your scenario, but the order doesn't: lighting first when you need visibility, camera when you need evidence, and Zigbee smart controls when you want the two to work together without a full security system. If you can only buy one thing, buy a good motion-sensor light. It makes everything else better.
